Make install should put the man pages in /usr/local/man

Description

Now that we're installing the tools by default, it would be nice to see Kel's manpages installed too.

Furthermore, a manpage for wlanconfig should be written, as it is the central tool of this new code.

(Hopefully i will find the patience to do so soon ; )

I've attached my attempt at writing a man page for it. I've never done it before, so feel free to rip it to shreds or start again. Hopefully now you won't need to find the patience Kel.

I've edited the file I attached above a bit, and since I just discovered that I've got SVN access, I commited it.

ok. so i moved the man pages into the tools/ directory as well
