Turbo and XR can both _apparently_ be set.

Description

If you enable turbo via the ioctls (e.g. via iwpriv ath0 turbo 1) with XR already enabled, then, despite EINVALID being returned, subsequent calls to the ioctls will report that turbo is set. And subsequent attempts to set turbo will appear to succeed. Leaving eveything very confused.

The attached patch corrects the ioctls so that athcaps can't have turbo and XR simultaneously set.

This is only a kludge - a neater solution is really needed.
